The Regular Meeting of the Board of Education for the School District of Osceola was held in the Boardroom on May 6, 2020. The meeting was called to order by President Brooke Kulzer at 6:00 P.M. with roll call taken: Lanette Johnson – yes; Pete Kammerud – yes; Brooke Kulzer – yes; Kysa Marten –yes, Brian Meyer – yes. Superintendent Mark Luebker, Business Manager Lynette Edwards. Virtually the following Administrators joined the meeting; Director of Instruction Dr. Rebecca Styles, Director of Pupil Services Leah Voelker, Building and Grounds Director Bob Schmidt and Building Principals Adam Spiegel, Scott Newton, Amanda Meyer, Julie Bender and Lindsay Thomas attended the meeting.  

A Pete Kammerud/Lanette Johnson motion was made to approve the consent without the request to pull any items out for discussion. Motion Carried.

A Brian Meyer/Kysa Marten motion was made to approve the payment of bills from General Fund with ACH numbered 201900191-201900204 and computerized checks numbered 179827-179883 for a total of $861,426.96. Motion Carried.    

Review Financing Plans for $10 Million Debt Issue. Lisa Voisin and Lynette Edwards reviewed the Baird Referendum Financing Plan. Items that were discussed were interest rates, financing plan considerations, debt structuring assumptions, and a financing timeline. The Board also discussed the different timelines on structuring the debt to be most financially responsible. The Board will review and approve interest rates on June 3, 2020. 

A Pete Kammerud/Lanette Johnson motion was made to approve DPI Waivers Resolution to Waive Hours of Instruction Requirements, requirements to complete an Educator Effectiveness Cycle, and requirements relating to the Civics Exam from the Department of Public Instruction. Motion Carried.   

Review Board Meeting Dates and Times. Starting June 3rd, 2020 the Committee Meeting will start at 5:00 p.m. and the Regular School Board Meeting will start at 6:30 p.m.

First Reading Policy 6320 - Purchasing. Mark Luebker reviewed the changes recommended by Neola, the District’s Board Policy representative. This policy will come back for a second reading at the May 20, 2020 Board meeting. 

Request for Proposal (RFP) Facility Upgrades reviewed by Bob Schmidt. We are advertising all RFPs in The Sun and on the District’s webpage. RFPs are due on Friday, May 15, 2020 and opened on Monday, May 18, 2020. The Board will review and approve RFPs during the May 20, 2020 Board meeting.

Administrator Reports: 

Julie Bender: Thank you teachers and staff for all the hard work you do for students at OIS!  Happy Teacher and Staff Appreciation!  Teachers are continuing with distance learning. Recently we have added a homeroom google meet on Thursdays. We are currently collecting teacher feedback (data) for school wide title services and supports; our current EMLSS process.  Later, we will survey families as well. We are working on finalizing our class lists for the 2020-2021 school year. We are excited all students will be supported with a content specialist in both ELA and Math. We are working close as a team to make the transition from building to building as smooth as possible.

Lynette Edwards: The District Office is currently busy keeping up with daily updates, preparing teacher/staff contracts and the year-end process.  

Amanda Meyer: A huge shout out to all of our staff members as they are all teachers in individual ways. Their work right now is especially visible and appreciated. At the Osceola Middle School distance learning is going well and our participation has remained positive with 98% of students completing their work. Teachers are very busy meeting and communicating with students, and trying to make the most of distance learning. Many advisories are meeting once per week, and our staff has grade-level meetings at least once per week and more individually. We are working on scheduling for next year and getting prepared for our new intervention position to better support the needs of our students.

Scott Newton: The Osceola Medical Center Athletic Screening for OMS and OHS student athletes has been rescheduled for June 17 & 24 from 3:00-8:00 p.m. The OHS Music Department recently had students who qualified for a virtual State in Solo and Ensemble (Sean Rogers, Brecken Styles, and Sophia LaVinge) and we had 3 soloists on the instrumental side who made it to State Solo and Ensemble (Jackson Dvorak, Mason Utke. Also, the following students won an award for their artwork in the Phipps Center for the Arts 2020 Annual Area High School Virtual Exhibition (Savanna Grant, Julia Daniels, Sean Rogers, Esly Richmond and Chloe Backlund). Thank you to Art Aytay, Olivia Willet and Peg Medcraft for supporting these students. 

Adam Spiegel: 19th Annual Empty Bowls Day is today.  We are doing a virtual fundraiser today to help out our community backpack program! Donations are being taken online! Empty Bowls is using Mightycause as a donation platform. It is teacher appreciation week.  Our certified and support staff have been doing amazing work.  I want to thank our team for doing the best we can given the circumstances.  When we can gather again, Scott and I will have our annual staff appreciation cookout. Staff are working hard to get all of our students caught up so we can ensure all students pass their classes during our distance learning. We have numerous students who were successful in our traditional learning and are struggling with one aspect or another of online learning. Our senior awards night is set to go for the evening of Monday, May 11. We will stream it live on our District’s Facebook page.  A huge thanks to Jannetje and Nate Gehring for all of their behind the scenes work as we are doing this all virtually. 

Becky Styles: We are in the process researching Learning Management Systems for a more streamlined approach to distance learning for our students, teachers and families. We will be sending out surveys to our students, teachers and families for feedback on distance learning so we can celebrate our successes and address our needs.As year is winding down, on May 28 all buildings will be collecting materials/devices that were sent home with students. On May 28 & 29 teachers will meet virtually to collaborate and discuss the end of year. 

Lindsay Thomas: We are having fun celebrating staff appreciation week at OES!  Thank you to our amazing staff! We are working on finalizing our master schedule and class lists for the 2020-2021 school year.  A big thank you to everyone that is providing valuable input and feedback on these processes virtually. The planning for transitioning from part time to full time 4K is well underway.  There are a lot of moving pieces.  A big thank you goes out to Sharon Weise, Lynette Edwards, Mark Luebker, Michelle McManamy, and the entire 4K team for the work that they’ve put in to supporting and helping the transition. 

Leah Voelker: Currently working with OES for scheduling for Special Education. We are excited to hire a new full time Special Education Teacher at both OES & OIS for the 2020-2021 school year. Both of those positions have been filled.  The Special Education Department is meeting weekly to make sure we are on track meeting deadlines and IEP goals. Thank you to Lori Schjenken and Sherri Fehrman for all their support. 

Mark Luebker: Thank you to staff and teachers for all their hard work they put in each school year and the extra work they have put in during distance learning. To follow updates with COVID - 19 and Badger Bounce Back I would recommend following updated information on the Department of Health Services webpage. 

The next regular Board Meeting is scheduled for Wednesday, May 20, 2020 at 6:00 p.m. in the Boardroom. This meeting will be offered remotely. Please visit our website for updates on how to view/listen.  

A Brian Meyer/Pete Kammerud motion was made to adjourn to Executive Session pursuant to WI Statute 19.85(1) (c) and (f) to consider the   employment and compensation of any employee and for preliminary consideration of a specific matter which, if discussed in public, could have an adverse impact on the reputation of those involved.
